The terms construction and
erection of fixed installations should be understood to mean:
the putting up of a building or a construction or the assembly
of an installation, even made of non-durable materials, which is
fixed into the ground, attached to the ground or leaning on the
ground for reasons of stability, and intended to remain in
place, even if the installation can be taken down, moved or is
underground. This concept is also valid for the functional
assembly of materials creating a fixed installation or a
construction, and the modification of all types of cladding and
covering materials.
